The PHR is HRCI's credential for HR professionals who handle operational and technical HR in a U.S. setting: running programs, resolving employee issues and keeping the organization compliant. It requires professional-level HR experience, from one year with a master's degree to four years with no degree.
What makes PHR planning different is how much of the outline is U.S. federal law: hiring rules, FLSA pay rules, benefits law, OSHA and union relations run through most of the seven functional areas, so exact recall matters more than judgment calls. The 10-week plan below front-loads Employee and Labor Relations and Total Rewards, adds full 115-item mocks from week 6, and lets you pick the date because HRCI tests year-round.
The 10-week PHR calendar
Who it fits: A U.S.-based HR generalist working full time who meets HRCI's experience requirement and can study four weekday evenings plus a weekend block.
The two law-heaviest areas come first so they get seven or more weeks of spaced review before the exam, and full 115-item, 120-minute mocks start in week 6. Friday is rest every week, and because HRCI tests year-round you can book the exam for the end of week 10 once you clear the week 6 gate.

Each cell is one day: the session type, the planned minutes and what to cover. The bar along the bottom of a cell is that day's load against the heaviest day in the plan.
What each week has to deliver
A week is done when its exit check passes, not when the calendar says so. If a check fails, repeat that week's drill days before moving on.

Where the hours go
Weights come from HRCI's PHR Exam Content Outline, which took effect in 2024 and is the outline HRCI links for the PHR in 2026.
Employee and Labor Relations (20%) and Total Rewards (15%) each get two weeks because they carry the most federal law and calculation. Employee Engagement (17%) gets a full week, Business Management and Workforce Planning and Talent Acquisition (14% each) a week apiece, and Learning and Development and HR Information Management (10% each) share week 8.
Study time is the share of the plan's learn and drill hours, set from the published weight and nudged up for heavier domains and down for lighter ones.
Business ManagementStandard

Three checkpoints before you book
The calendar is a forecast. These checkpoints are the measurement: each one has a target and a fallback if you miss it.
- End of week 370%
Score on a timed 60-item Employee and Labor Relations set.
If you miss it: Add two ER&LR drill blocks to week 4 by trimming the pay-structures lesson; this is the largest area at 20%, so don't carry the gap forward.
- End of week 665% on mock 1
Mock 1 score and whether all 115 items were answered inside 120 minutes.
If you miss it: If pacing failed, run 30-item blocks at one minute per item; if content failed, start weeks 7-8 with your two lowest functional areas and hold off booking the date.

Average of mocks 2 and 3, with no functional area under 65%.
If you miss it: HRCI publishes no raw cut (pass is 500 on 100-700), so keep the margin: move the Pearson VUE date at least two business days out, inside your 180-day eligibility, and add two weeks of drills on the weakest areas.

Most weekday cells in the calendar are one session of about 60 minutes. Split it like this so every session ends with questions, not just reading:
- Recall (10 min). Run 10 flashcards on law thresholds and rules from your error log (employee counts, deadlines, exemption tests).
- Learn (25 min). Study one numbered outline responsibility, such as 6.2 on OSHA and workers' compensation, from your main text.
- Drill (15 min). Answer 15 timed questions at about one minute each, the exam's pace of 115 items in 120 minutes.
- Log (10 min). Record each miss with the rule or statute it tested and how it should have been applied.
Pick your pace
UNC Charlotte's HR certification prep program cites SHRM research that most passing PHR and SHRM-CP candidates studied 41 to 120 hours and suggests at least 60; 10 weeks at about 8 hours gives 75-80 hours, enough to cover the law-heavy areas twice and sit four full mocks.
Fast track
Generalists who already apply FLSA, FMLA and labor-relations rules at work and want an OnVUE date soon.
Trade-off: Two hours a day, little spacing for law details to stick, and only two full mocks.
Standard
Most full-time HR professionals who meet the experience requirement and want a fixed weekly rhythm.
Trade-off: Needs four weekday evenings plus a long weekend block for two and a half months.
Steady
Candidates with heavy workloads or little union or benefits-law exposure.
Trade-off: Early law content fades without strict weekly recall, and applying too early can push you against the 180-day eligibility limit.

PHR study-plan mistakes
- Studying from 2018-outline materials. The old six-area outline (with HR Development and Risk Management) no longer matches; the 2024 outline has seven areas, including Employee Engagement at 17% and HR Information Management at 10%.
- Treating employment law as background reading. The outline names U.S. federal law in hiring, total rewards, safety and labor relations, so you need exact tests and thresholds, such as FLSA exemption criteria and which laws apply at 15, 20, 50 or 100 employees.
- Drifting into SPHR-level strategy. PHR questions are operational (implement, administer, comply), so time on strategic planning frameworks is time not spent on FLSA or NLRA rules.
- Applying too early. Eligibility lasts 180 days from approval and the $395 exam fee is not refunded, so apply once the plan is under way and book a date that lines up with week 10.
- Practicing untimed. 115 items in 120 minutes leaves about a minute each, and the 25 pretest items look like scored ones, so time every drill and don't spend minutes guessing which items count.
The final week, day by day

Log in to Pearson VUE and confirm date, time and delivery (test center or OnVUE). Check your 180-day eligibility end date; test-center changes need at least two business days and each reschedule carries a Pearson VUE fee. - T-5

Confirm your unexpired government-issued photo ID shows the exact first and last name on your HRCI eligibility; a mismatch means no exam and lost fees. Finish a one-page sheet of federal law thresholds. - T-1

How many questions are on the PHR exam?
The PHR has 115 multiple-choice questions: 90 scored and 25 unscored pretest items that look the same as scored ones. You get 2 hours of exam time plus 30 minutes of administration time, a little over one minute per question. Content follows HRCI's 2024 outline, led by Employee and Labor Relations at 20% and Employee Engagement at 17%.
What is the passing score for the PHR, and what is the pass rate?
HRCI reports scores on a 100 to 700 scale, and the passing score is 500 on every exam form, set with the Modified Angoff method and equating. HRCI does not publish the raw percentage needed. On its pass-rates page, HRCI lists a 72% PHR pass rate for 2025, as of Dec. 31, 2025.
How much does the PHR exam cost in 2026?
HRCI lists a $395 exam fee plus a $100 application fee, $495 in total. Once your application is approved, fees are not refunded, even if you withdraw. Optional Second Chance Insurance can be added only when you apply and covers one retake of a different exam form, and Pearson VUE charges its own fee each time you reschedule.
Can I take the PHR exam online?
Yes. HRCI tests year-round at Pearson VUE test centers and online through OnVUE, and you have 180 days from approval to sit the exam. OnVUE check-in opens 30 minutes before your appointment and closes 15 minutes after, with a webcam room scan. Online testers can see their result in their HRCI account within about an hour.
How long should I study for the PHR?
Prep providers commonly cite 60 to 120 hours; UNC Charlotte's HR prep program reports SHRM research showing most PHR and SHRM-CP passers studied 41 to 120 hours. This plan uses 10 weeks at about 8 hours a week. Candidates who already handle FLSA and labor relations daily can try the 5-week, 15-hour fast track.
